Official Call – Mass Meeting

Official Call for a Mass Meeting of the
Fluvanna County Republican Committee
Issued October 26, 2016

As Chairman of the Fluvanna Republican Committee, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Darrell Byers, do hereby issue this Call for a Mass Meeting to be held at the The Old Courthouse, Palmyra, VA or its alternate site as determined by the Chairman, beginning at 7:00 p.m. on Thursday, November 17, 2016.

Registration begins at 5:30 p.m. EST. This Mass Meeting is for the for the purpose of electing delegates to attend a Convention on December 3, 2016 to nominate a Republican candidate for the office of State Senator to be voted for in the special election on the date chosen by Governor or other legal body.

Qualifications for Participation: All legal and qualified voters of Fluvanna County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing, as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nominating process of a party other than the Republican Party in the last five years from March 1, 2011. A single exception to this restriction shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that they are in accord with the principles of the Republican Party and intends to support the nominees of the Republican Party in the future.

Pre-filing to be a Delegate or Alternate to the 22nd Senate District Convention: To pre-file as a Convention Delegate or Alternate Candidate an individual must submit an official form either by email to dbyers203@gmail.com or by mail to Fluvanna Republican Committee PO Box 136, 265 Turkeysag Trail, Suite 102, Palmyra VA 22963, or hand a form to Chairman Byers before 5:00 p.m. EST on November 16, 2016. For Pre-filing, All official forms and the requested filing fee (checks or money orders made payable to Fluvanna Republican Committee) must be received by 5:00 p.m. EST on November 16, 2016, and post marks will not govern. After that time, no more pre-files will be allowed; but you will be allowed to file as Delegate or Alternate in person if a Mass Meeting is held and if you are properly registered on the day of the Mass Meeting. If fewer than 210 Delegate Candidates file for Delegates to the convention then all properly filed Delegates will be deemed elected and no Mass Meeting will be held.

Registration to be a Delegate on Day of Mass Meeting:   For Mass Meeting registration, all participants shall be required to provide proof of identity in the form of a valid government or employer-issued photo identification, or by signing an affidavit of identity. Only those individuals who are registered at the Mass Meeting by 6: 30 p.m. EST Thursday, November 17, 2016 who are in line for registration by that time, will be entitled to register and participate in the Mass Meeting.

Pre-filing Requirements for Resolutions: There will be no resolutions accepted for this Mass Meeting.

Slating Forbidden: The election of Delegates at the Mass Meeting, held by the Fluvanna Republican Committee, shall be individuals. The election of Delegates by slate or grouping is expressly forbidden and shall not be permitted.

Registration Fee for the Fluvanna Republican Committee Mass Meeting: There will be no registration fees required to participate in the Mass Meeting.

I, Darrell Byers, Chairman of the Fluvanna Republican Committee, do hereby call for a meeting of the Committee to be held on Tuesday, October 25, 2016, at the Old Fluvanna Courthouse in Palmyra VA. The meeting will come to Order commencing at 7:00 p.m.

The agenda shall be as follows:

1. Call to Order

2. Invocation

3. Pledge of Allegiance

4. Reports:

  • Secretary
  • Finance
  • Chair

5. Vote in new members

6. Old Business:

  • Annual Fundraiser – vote to pay various remaining invoices from the event

7. New Business

  • Resolution for new signers on checking account
  • Election Day – vote on approving expense of sample ballots
  • Precinct Captains – scheduling at polls
  • Special Election
    • Vote to approve Call to Mass Meeting for Delegates to the Convention
    • Vote to approve method of advertising/Publish on RPV site

Next Meeting

The next FRC meeting will be held on Tuesday, October 25th at the Old Courthouse in Palmyra (not the Fluvanna Public Library). The meeting will start at 7 PM.

The meeting will focus on Election Day planning but will also discuss a convention that would need to be held to select a Republican nominee for the 22nd District State Senate seat should Tom Garrett win his bid for Congress.

An detailed agenda will be posted about a week before the meeting.
